Gordon Chang, a prominent China hawk and commentator, told Fox Business that Nvidia's continued chip sales to China are "incomprehensible" given what he described as China's policy of "military-civil fusion" — a state-driven strategy that blurs the line between commercial technology development and military application. Under that framework, technology acquired by civilian or academic institutions can, in principle, be redirected toward defense purposes.
Nvidia is the dominant supplier of the high-end graphics processing units that power modern AI systems, from large language models to military logistics software.
