Japan is planning to buy 27,500 of Nvidia's next-generation Rubin chips to build its own artificial intelligence system for robots, according to Bloomberg.

The purchase would fuel a homegrown "foundation model" — the kind of large, general-purpose AI system that can be adapted to many tasks. In this case, the goal is a model built specifically to power robots, an area where Japan has long been a global leader.

Bloomberg reports the effort is being led by a company called Noetra and includes some of Japan's biggest technology names: SoftBank, Sony, and NEC.

The move reflects a broader push by countries to develop "sovereign AI" — homegrown systems built on domestic soil rather than relying entirely on models made by foreign firms. By assembling its own chips, partners, and model, Japan is aiming to keep control over a technology increasingly seen as strategically important.

The scale of the order also underscores how central Nvidia's hardware has become to national AI ambitions. Rubin is Nvidia's next-generation chip line, and buying tens of thousands of them signals a serious, long-term commitment rather than an experiment.
